Overview Open to All Qualified Candidates Open Until Filled The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work The primary responsibilities for this position are the establishment, performance, management, and conducting of the business outreach efforts on behalf of the MDTA’s Minority Business Enterprise (MBE), Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE) programs. The position monitors contracts to ensure compliance in accordance with federal and state laws, Maryland Department of Transportation (MDOT) policies, regulations, practices, and procedures, and Board of Public Works (BPW) Advisories. Serves as an advocate for the three (3) business programs for alternative transportation needs in the agency industry work areas; Acts as a liaison among a variety of agencies working cooperatively to promote the MBE, SBR, and VSBE programs; Responsible for the development of strategies and marketing of the programs throughout the MDTA; Organizes, attends, and / or participates in outreach events and marketing activities to promote the agency contract and participation in the support of the business programs; Provides procurement reporting of all business programs daily, weekly, monthly, quarterly and / or annual basis as required; Generates reports by compiling and / or extracting data from the appropriate internal office, format the reports using Microsoft Excel software; Analyzing DBE, MBE, SBR and VSBE participation opportunities on all MDTA contracts; Monitors contract compliance, on-site field visits, and milestone reviews at completion intervals; Composes summary reports on the status of DBE / MBE / VSBE compliance activities; Reviews and maintains all documents / records associated with the DBE / MBE / VSBE; Inspects records of the MDTA project managers, prime contractors, and DBE / MBE / VSBE firms for any suspicious activities. Employees in this classification receive direct supervision from the Compliance Supervisor or other designated official. The current vacancy is located in Baltimore, MD. May be prorated based upon start date. Qualifications MINIMUM QUALIFICATIONS : Education : A bachelor's degree from an accredited college or university. Experience : Four (4) years of experience administering an equal employment opportunity or equal access compliance program; or ensuring adherence to fair practice standards; or evaluating a business or public entity for compliance with federal, state, or municipal laws and regulations. Thirty graduate credit hours from an accredited college or university may be substituted for one year of the required experience. Licenses & Certifications Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees must possess and maintain a Driver's License valid in the State of Maryland.
