Overview PRESIDENT/CEO ECONOMIC DEVELOPMENT CORPORATION for Cabarrus County, North Carolina. This position reports to the CEDC Board of Directors and is a County government employee with county benefits. Base pay range: $108,721.60/yr - $169,478.40/yr. Salary range may be adjusted based on skills and experience. Salary note: A comprehensive benefits package is included. Responsibilities Plan, organize, coordinate, and direct the economic development programs under the control of the CEDC in accordance with the Board’s short- and long-term work plans. Attract, expand, enhance, and retain business and commerce in Cabarrus County and its municipalities. Exercise independence and professional expertise in operating the CEDC’s programs and coordinate activities with state and local government entities and the CEDC Board of Directors. Coordinate activities with the Cabarrus Regional Chamber of Commerce, the Cabarrus County Convention and Visitors Bureau, and other community partners. Prepare and manage an annual list of measurable goals and provide bi-annual Board progress updates. Prepare and manage an annual balanced budget and administer it in line with program goals. Lead the Business Retention & Expansion program and serve as a resource to remove obstacles to expansion. Promote partnerships that foster entrepreneurship and support workforce development. Actively recruit new businesses and manage recruitment projects; serve as the initial contact for prospective industries and businesses. Implement the annual Program of Work and meet with outside agencies, developers, business leaders, and community groups to promote CEDC services and objectives. Interact with state and local government officials, Chamber representatives, and private-sector companies to influence policies that align with County and municipal goals. Act as liaison to the Board, municipal elected boards, and regional partners; attend meetings as appropriate. Coordinate long- and short-range planning with county and municipal economic development staff. Participate in regional economic development networks and associations and support related activities. Assist new and existing businesses with guidance through the development process, including financing options and grant programs. Develop private sector funding partnerships and seek new investor opportunities for the CEDC; facilitate board orientation sessions. Maintain a positive public image, contact with the news media as related to CEDC business, and professional relationships at local, regional, state, and national levels. Develop and maintain a Product Development strategy with land developers, owners, and brokers. Perform other duties as assigned by the CEDC Board of Directors. Management Skills/Abilities Develop, implement, and track economic development programs effectively. Work cooperatively with diverse stakeholders and the public; relate to organizations involved in community economic development. Electively manage and develop CEDC staff. Utilize knowledge of business, taxation, financial incentives, governance, and public relations to facilitate development. Maintain up-to-date demographic and economic information for Cabarrus County and municipalities for dissemination to prospects. Provide clear information on land/building availability and maintain an up-to-date investor-facing website. Identify and develop resources to address issues raised by prospects; report on economic development matters to the Board as directed. Negotiate informal agreements with officials, developers, and contractors; coordinate with various governmental entities to facilitate development and ensure equity and timeliness. Ensure compliance with laws, rules, and regulations governing the CEDC; leverage technology to enhance communications and effectiveness. Minimum Education / Experience Equivalent to a Bachelor's degree in Economic Development, Business, Public Relations, or a related field; Master's preferred. Basic Economic Development Course (EDI) completed; CED/CEcD certification preferred but not required. At least seven (7) years of professional experience in economic development or related roles, with a minimum of three (3) years in administration/management. Self-motivated, results-oriented, able to work with the Board and diverse stakeholders. Active professional affiliations to stay current with trends, techniques, and technologies in economic development. Excellent verbal and written communication skills; good listening skills. Ability to anticipate issues, propose alternatives, and provide proactive recommendations. Strong computer skills, including Microsoft Office and online tools; ability to quickly learn CEDC software and systems. Willingness to work beyond standard hours; travel may be required, including occasional international travel. Must possess a valid North Carolina driver’s license within 30 days of employment.
