** Summary**

Serves as Assistant General Manager (AGM) in the ATO; Air Traffic Services; Western Service Area, Alaska District Office, responsible for planning and directing multiple activities and programs in a complex matrix organization in a specific Air Traffic District assigned to the highest facility-level within the Alaska District.

The AGM shares full managerial responsibility and authority, reporting to the General Manager (GM) and acts in the absence of the GM, as required.

**Responsibilities**

Applies extensive knowledge/experience in management of terminal/enroute air traffic facilities to integrate air traffic operations, support services and administrative programs to advance the tactical use of concepts and technologies to achieve the strategic goals of ATO and FAA.

Ensures that all district operational and support plans are integrated w/the operational philosophy of the ATS directorate at all levels. Provides input and guidance on policies, standards, and procedures as regards to all district activities, to ensure the safe, secure and efficient use of airspace. Identifies information needs, training requirements, and ad hoc and recurring reporting requirements to include reporting to the GM.

Applies experience in managing and directing air traffic operations and/or support activities to maintain close connectivity w/field facility operations and support activities throughout the District. Ensures GM and district staff are able to respond quickly to unexpected and emergency situations. Provides a timely, accurate, unfiltered flow of information up the management chain. Responds to stakeholder concerns by focusing on systemic issues, professionalism, training, and system efficiency.

Applies a comprehensive understanding of the principles of management and strategic planning to plan, direct, coordinate, evaluate and manage the operational and support activities of a highly technical matrix organization consisting of ATMs and SMs. Works on complex projects and programs based on the objectives of the organization along w/the GM. Responsible for strategic and tactical planning, communicating the organizations vision/objectives, setting priorities, coaching, and developing staff and organizational capabilities. Solicits feedback from the SMs and ATMs on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS.

Assists the GM as the focal for labor-management relations, civil rights, legal and security issues in consultation w/all Staff Offices. Supports and participates in the labor-management partnership process, and fosters a work environment where all employees are treated in a fair and equitable manner. Responsible for the coordination of district management investigations.

Demonstrates ability to collaborate w/multiple organizational units; including bargaining unit representatives. Projects to accomplish mission objectives by addressing tactical issues that require cooperation between different facilities, districts, and service units. Ensures coordinated responses by working w/counterparts. Maintains positive working relationship at the appropriate levels of other organizations to enable problem solving at the lowest level.

Applies a broad understanding of financial management, project/administrative processes to define, acquire/allocate budget, staff and other resources to accomplish objectives. Fosters continuous improvement of delivery of air traffic services. Reviews and evaluates the performance of operational and support activities to ensure they are aligned w/ATO and FAA goals and objectives, takes corrective action on those issues that affect the efficient operation of the organization. Coordinates action between facilities and identifies creative ways to improve performance.

Serves as second-level reviewer for performance evaluations of appropriate subordinate managers and employees in operations/support areas, communicates/reinforces diversity, EEO and programs in all areas of responsibility, including selection, training and transfers.

Meets/frequently contacts both internal and external customers ranging from subordinates to foreign government aviation officials. Contacts take place in meetings/conferences or in unplanned situations where the AGM is a designated contact point.

These meetings have the potential for considerable consequence to the National Airspace where AGM has delegated authority, w/in guidelines, to make commitments on behalf of the GM/DO.

+ Designated or Random Drug Testing required. ** Qualifications**

Candidates must show specialized experience. Specialized experience is defined as:

1) Must have held an FAA 2152 FG-14/FV-J or above regional or headquarters positions for at least 1 year (52 weeks); or

2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work; or

3) Must have held an MSS position for at least 1 year (52 weeks) in an ATS facility.

In addition to the qualifications listed above for MSS positions, you must have held an MSS-3 or MSS-4 or an FG-2152-14/FV-J (not a CPC) or above regional or headquarters position for at least 1 year (52 weeks) [IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99].
