Job Description

Benefits: Health insurance BVA Bears IT Solutions is seeking Product Owner Specialists for PA, MD area as well as DE area. These positions are full-time, remote role with travel to other Government or Contractor facilities as required in PA, MD and DE. The standard workday consists of 8 hours, scheduled within the window of 7:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays. Core hours, generally 9:00 a.m. to 3:00 p.m., should be covered; however, specific core hours may vary depending on the agency’s requirements. Key Responsibilities: Own the product vision and roadmap; maintain and prioritize the product backlog aligned to business outcomes and Agile release plans. Lead design reviews and enforce usability standards to ensure accessible, usercentered experiences across state agencies. Facilitate estimation (story points, tshirt sizing) and capacity planning; balance scope with sprint goals and budget constraints. Ensure architecture alignment by collaborating with enterprise architects and technical leads; validate solutions against reference architectures and security policies. Provide test leadership: define acceptance criteria, support UAT planning, and partner with QA on defect triage and release readiness. Engage stakeholders through workshops, interviews, and sprint reviews; translate needs into clear user stories and epics with measurable outcomes. Champion standards improvement by establishing and iterating product management and delivery practices (definition of ready/done, DoR/DoD, documentation templates). Mentor Scrum teams and junior product owners on backlog refinement, slicing strategies, and evidence based prioritization (KPI driven). Monitor delivery performance and product health using dashboards (velocity, cycle time, adoption, NPS) and drive continuous improvement. Manage budgeting for product initiatives, including forecasting, tracking, and reporting to leadership across PA, MD, and DE. Ensure compliance with state and federal regulations, accessibility requirements (e.g., Section 508), and agency governance. Required Qualifications Bachelor’s degree in Business, Information Systems, HumanCentered Design, or related field. 3–5+ years’ experience as a Product Owner/Manager in Agile environments (Scrum/Kanban). Demonstrated experience with design reviews, usability standards, and defining acceptance criteria. Experience leading estimation activities and coordinating with architecture teams for solution alignment. Handson involvement in test leadership (UAT coordination, release readiness). Specialized Experience: Strong stakeholder management and communication skills; ability to influence crossfunctional teams. Proficiency with Agile tools (JIRA, Confluence) and analytics/UX tools (Power BI, Figma/Sketch). Knowledge of publicsector compliance, security, and accessibility standards. Financial acumen for budgeting, forecasting, and costbenefit analysis. Mentoring mindset; ability to coach teams on product thinking and standards improvement. Preferred Qualifications: PSPO® (Professional Scrum Product Owner) or SAFe® POPM. PMIACP® or Certified ScrumMaster (CSM).
